For a startup of less than 20-25 employees, Is there any need for HR person who will design the HR policy and help in recruiting the right candidate for the company? Can it be justified to spend money on an HR person’s compensation? If yes, how important is the role of that person?

If hiring a HR person is beyond your budget, that you can avoid this and try to become a HR consultant yourself. However, if you have budget, you should definitely have a HR consultant. HR Consultant will help you get your idea across board.

I was part of HR division of a telecom company for around 10 years or so. In fact I was with them since inception, so I could better understand the role of HR in building an organization. I think in the initial stage both HR and Admin are very much required. HR’s prime role could be to acquire good talent from the market and Admin should take care of the liaison related roles. Nowadays there are no separate departments for HR and Administration. Mostly there would be a single team to take care of both the divisions which also help them to have an effective coordination.
